Double HRA

The emplyee who are posted in NE from outside NE region are entitled for Double HRA for keeping the family outside NE. But there is no clearcut order has been recieved regarding new rate of Double HRA as par 6th PC. It is presumed that the X,Y & Z criterial will be implemented. But the office required a Official order. Is it available to anybody.
